NJSBA 2025 Annual Meeting and Convention

Jemi Goulian Lucey, who chairs the firm’s Higher Education practice, will moderate and be a panelist for the presentation “Impact of 2025 Executive Orders on Institutions of Higher Education and the Viability of Judicial Scrutiny” at the New Jersey State Bar Association’s 2025 Annual Meeting and Convention. The program is scheduled for Thursday, May 15 from 10:30am – 11:45am at the Borgata Hotel, Casino & Spa in Atlantic City.

Since Jan. 20, institutions of higher learning have faced significant uncertainty as a result of recent Executive Orders issued to date that affect transgender student athletics, university Diversity, Equity and Inclusion efforts, funding of research, and other such activities that implicate critical campus operations, policies and procedures. This seminar, sponsored by the Higher Education Special Committee, will review the then-current state of affairs, hear from higher education professionals and administrators regarding how they are dealing with these ordered changes and their mandates on colleges and universities, and hear from experts on the justiciability of executive orders and how that impacts enforcement. The program will also touch upon the broader implications of these orders not only to institutions of higher education but also to any educational institution which receives federal funding.

Jemi is a partner in the firm’s Employment Law, Litigation and Healthcare practices. She is a trial attorney who focuses her practice on employment, higher education, and complex litigation matters in state and federal court. She represents private and public entities, including institutions of higher learning, in employment discrimination and retaliation actions, professional negligence cases, Title IX claims, and general business disputes. She also lectures and consults on employment and human resources law and provides guidance related to litigation avoidance and the practical implications of various state and federal laws affecting employers.
